Today, during the clearance of accounts procedure the European Commission asked for the recovery of funds of the EU’s agricultural policy, totaling 78.8 million euros, which Greece seems to have unnecessarily spent. However, some of the money has already been recovered; the budgetary impact of today’s decision will be about 66.6 million euros. This amount will be returned to the EU budget because of Greece’s non-compliance with EU rules or because of inadequate control procedures on agricultural expenditure.
Overall, 335 million is supposed to be recovered by the 15 EU Member States, while the real budgetary impact will be 304 million.
The Member States are responsible for paying out and checking expenditure under the Common Agricultural Policy (CAP), while the Commission is required to ensure proper utilization of funds by the Member States.
As far as Greece is concerned 78.81 million euros will be recovered by the EU with a 66.63 million euros budgetary impact concerning Singe Area Payment Scheme. This was suggested in order to correct the deficiencies in the allocation. Furthermore, 22.23 million euros with 21.04 million euros budgetary impact will be recovered for cross compliance. Finally, there will be 0.09 million euros returned because of overdue payments.
